TikTok Shop management cost is not one number. A brand pays three separate bills: TikTok's own fees and commissions, the ad spend and creator commissions, and the management fee to whoever runs the shop. When an agency quote looks too high or too low, it is usually because one of the three was left out.
This guide is for agencies and brands selling in markets where TikTok Shop is live. TikTok is blocked in India and TikTok Shop is not available here, so none of this applies to Indian customers. We have not published a price for our own TikTok Shop service yet, so you will find no price of ours below. What you will find is how to read any quote.
What are the three bills?
| Bill | Who gets paid | Who pays | Does it change with the agency? |
|---|---|---|---|
| TikTok fees | TikTok | The seller (the brand) | No. Same for any agency |
| Ads and creator commissions | TikTok, and creators | The seller (the brand) | Only by how well the budget is managed |
| Management fee | The agency | The brand, or the agency's client | Yes. This is the part you compare |
Keep them apart in every conversation. An agency's fee is the smallest of the three in many small shops, and the one people argue about most. The other two move with sales and with how hard you push.
What does TikTok charge a seller?
TikTok charges sellers a referral fee on each order, and sometimes other fees on top, such as for refunds or programmes the seller joins. The amount depends on your market and on the product category, and TikTok changes it from time to time.
That is why we will not quote a figure as if it were permanent. The US seller pages we found are an example. One category page lists the referral fee by category for 2024. Other pages are dated 2025, and independent seller guides we read disagree on whether the standard rate has moved since. Where the sources disagree, the number on your own statement wins.
To find the current figure for your market:
- Open the seller site for your country and search its learning pages for "referral fee".
- Check the date on the page and whether it names your category.
- Compare it with a real order in your settlement report, which shows what TikTok actually took.
- Model your margin with the higher figure until you have seen real statements.
Do this before you accept any agency's profit forecast. A forecast built on the wrong fee is wrong from the first line.
What do ads and creator commissions cost?
These are variable costs, and the brand pays them whoever manages the shop.
Ad spend. Shop ads are budget-based, so the cost is whatever the brand decides to put in. Since July 2025, GMV Max is TikTok's default and only campaign type for Shop Ads, which automates where the budget goes. That makes the daily budget your main control. Agree it in writing, and agree who can raise it.
Creator commissions. The brand sets the commission for creators in Seller Center. TikTok's help pages for open collaborations and target collaborations explain how products are offered. Creators earn when a sale comes through their content, so this cost grows with sales. TikTok also has flat fee collaborations, where a creator is paid a set amount, which is a different budget line.
A rule we use: the commission has to leave the brand a profit after TikTok's fee, the product cost and shipping. If it does not, no amount of management will fix it.
What are the ways to pay a TikTok Shop agency?
There are three common models. None is better in every case.
| Model | How it works | Good for | Watch out for |
|---|---|---|---|
| Flat retainer | A fixed monthly fee for an agreed scope | Steady work, easy budgeting | Scope creep, and a fee that does not change when results do |
| Retainer plus performance share | A smaller fixed fee plus a share of sales or profit above a baseline | Brands that want the agency's income tied to results | Disputes over how sales are counted, and creators' sales that would have happened anyway |
| Project fee | One price for a defined job, such as setup and a first batch of videos | A first test, or a one-off clean-up | The work stops when the project ends |
Our view: for a first shop, a flat retainer or a short project is cleaner. Performance shares sound fair, but they need a written definition of what counts as a sale, how refunds are handled and over what period. If the agency cannot write that on one page, do not sign.
What should a management fee include?
Ask for a list, not a promise. A fee for a shop should say what is done each month. Here is a checklist you can use on any quote.
- Listing work: how many products, how often they are reviewed
- Short video: how many videos a month, who scripts, edits and posts
- Creator outreach: how many creators, who approves commission and samples
- Shop ad management: who builds campaigns and who sets the budget
- LIVE support, if any: how many sessions, what is prepared
- Reporting: what is in it, how often, in whose format
- Response time: how fast messages get answered
- What is not included: customer service, stock, paid creator fees, ad spend
If something is on the "not included" list, you still pay for it somewhere. Know where.
What should you ask an agency before you sign?
These questions tell you more than a price list.
- Whose accounts will you use? They should be in the brand's name.
- Which fees does your quote include? Ask for TikTok's fees, ad spend and creator commissions to be shown separately.
- Which fee rate did you use in your forecast, and where did you find it? A good answer names the page and the date.
- How is the ad budget controlled? Who can raise it, and how is the brand told?
- What happens to my accounts if we stop? The answer should be "nothing, they are yours".
- What will you not promise? Anyone guaranteeing sales or approval is guessing.
- Can we start with one shop or one month's scope? A small first step is a fair test.
If you want help budgeting the ad side before you talk to anyone, our Meta ads budget calculator shows the way we think about spend and return, though it uses Meta's settings and not TikTok's. For how agencies price social work in general, see how social media management is priced in India.

Frequently asked questions
Is the TikTok Shop referral fee the same in every country?
No. TikTok sets fees per market and often per category, and changes them over time. Read the seller pages for your own country, note the date on each page, and check a real order in your settlement report.
Who pays for ads and creator commissions, the brand or the agency?
The brand does, in nearly every arrangement, because the money is spent from the brand's shop and ad account. The agency manages the budget, and the contract should say who may raise it. If an agency pays and re-bills, ask for that to be written down.
Is a performance-based fee better than a retainer?
Not automatically. A performance share can align incentives, but only when sales, refunds and the time period are defined in writing. For a first shop, many brands prefer a simple retainer so the numbers are easy to read.
Does a retainer include video production and ads?
Only if the quote says so. Some fees cover listings and reporting only, with video or ad management priced separately. Ask for the monthly deliverables as a list, and ask what is excluded.
Is it worth hiring an agency for a small TikTok Shop?
It can be, if the brand does not have anyone to make video and watch the numbers. It is a poor idea if the margin is thin after TikTok's fee and the product cost. Work the margin out first, and then decide how much of the work to hand over.
