The short answer
A WhatsApp chatbot for business in the UAE is software that replies to customer messages on WhatsApp for you. It suits clinics, property teams, salons, restaurants and home services that get many repeat questions and lose leads when nobody answers fast. It can send a first reply at any hour, answer common questions, collect a name and a need, and pass a booking request to your team. It cannot replace judgement. Anything sensitive, urgent or unusual should go to a person.
Below we explain how it works, the two WhatsApp products behind it, what to automate, what the rules say, what it costs in AED and what to ask a provider.
What does a WhatsApp chatbot actually do?
It sits between your customer and your team. A customer messages your business number. The bot reads the message, decides whether it can answer from content you approved, and either replies or hands the chat to a human. Behind the scenes it can write the lead into your CRM or calendar so nothing lives only in one person's phone.
There are two kinds. A rules-based bot follows buttons and fixed menus. An AI assistant understands free text, such as "Can I come after work on Thursday?", and answers from your own content. WhatsApp Business app or WhatsApp Business Platform (API)?
This is the choice most owners get wrong, so here it is in plain words. Meta describes the two products on its own pages.
- WhatsApp Business app. Meta says it is "built with the small business owner in mind". It has a business profile, a product catalog, quick replies, and greeting and away messages. You run it yourself from a phone. Source: Meta, WhatsApp Business app.
- WhatsApp Business Platform (the API). Meta describes it as a messaging platform that businesses connect through APIs. It is what a developer uses to link WhatsApp to a chatbot, a CRM or your website. Source: Meta, WhatsApp Business Platform.
If you only need a greeting, an away message and a few saved replies, the app may be enough, and there is nothing to build. If you want an AI assistant, CRM logging, several staff handling one number or follow-ups triggered by events, you will need the Platform. When people search "WhatsApp Business API UAE", this is the product they mean. You usually reach it through a provider, which is why the "what to ask" list below matters.
What should a bot handle, and what must go to a person?
Start small. A bot that does four things well beats one that tries twenty.
Good jobs for a bot
- The first reply. "Thanks, we got your message. Here is what we can help with." It lands in seconds, even at 10pm.
- Frequent questions. Opening hours, location, services, how a visit or viewing works, what to bring.
- Booking requests. Collect the service, preferred day and time, and send it to your calendar or team to confirm.
- Lead capture. Name, need, budget range or area, and a time to call back.
Jobs that must go to a person
- Medical, legal or financial advice of any kind.
- Complaints, refunds and anything where the customer is upset.
- Quotes, discounts and terms the bot was not given.
- Anything the customer asks a human to handle. They should always be able to say so.
Write down these two lists before you build anything. They become the bot's guardrails.
Can a WhatsApp chatbot work in Arabic and English?
Yes, a bot can answer in both. The question is quality. Arabic is written right to left, and the tone customers expect changes between a clinic, a property broker and a salon. Machine output alone can sound stiff or wrong.
Ask for the Arabic replies to be tested with real sample messages and reviewed by a native speaker before launch. That is our own approach: we write and test both languages, and we recommend native review. Also decide how the bot handles a customer who switches language mid-chat.
Examples by sector in the UAE
These are typical uses, not Astrafolio client results.
- Clinics. Appointment requests, opening hours, which services are offered, reminders. Anything about symptoms or treatment goes to staff. The bot gives no medical advice.
- Property. Capture buyer or tenant details, budget, area and preferred viewing time before an agent calls. The bot does not quote prices or terms it was not given.
- Salons. Service lists, booking requests, rebooking nudges and directions.
- Restaurants. Opening hours, menu questions, table requests and group bookings sent to the host.
- Home services. Collect the job type, area and photos, then pass a ready summary to the dispatcher.
In each case the pattern is the same. The bot does the repetitive first minute. A person does the part that needs trust.
Consent, opt-in and message templates in plain words
WhatsApp has rules about who you may message and how. Here are the two that matter most, taken from Meta's own WhatsApp Business Messaging Policy.
- Opt-in. Meta's policy says you can contact people only if they gave you their number and "you have received opt-in permission from the recipient confirming that they wish to receive subsequent messages or calls from you." It also says you are responsible for how you collect that opt-in and for complying with applicable laws. In practice, a customer who messages you first is in a different position from a name on an old spreadsheet.
- Message templates. On the Platform, the policy says you may only start conversations using an approved message template. You can reply to a customer's message without a template while inside the 24-hour customer service window, which opens and resets with each user message.
The same policy recommends giving people clear instructions on how to opt out. So build an easy "stop" option into your flow.

What does a WhatsApp chatbot cost in the UAE?
There are two costs: the build, and the running fees paid to providers.
The build, in AED. These are Astrafolio's own prices for UAE clients, and other providers price differently.

The running fees. AI usage and messaging fees are billed by the providers to your own account, not through us. On messaging, Meta says it charges "on a per-message basis for each message we deliver", with rates that depend on the message category and market. Check the current rate card on Meta's pricing page rather than trusting any blog, including this one.

What should you ask a provider before you sign?
Get the answers in writing.
- Which WhatsApp product will you use, the app or the Platform? And in whose name is the account?
- Who owns the number, the account and the chat data? They should be yours.
- What does the bot not answer? Ask to see the guardrails and the handover rules.
- How does a customer reach a human? And who gets alerted, and when?
- How is Arabic written and tested? Ask who reviews it.
- What are the running fees, and who pays them? Messaging and AI usage should be on your account, visible to you.
- How do opt-in and opt-out work? Ask them to show you the flow.
- What is in the price, and what is not? Including testing, handover and fixes after launch.
- Can we read the chat logs? You should be able to, every week at least for the first month.
A provider who cannot answer these plainly is telling you something.
What are the limits of a WhatsApp chatbot?
Bots get things wrong. An AI assistant can misread a message, answer confidently from outdated content, or miss a customer's mood. That is why we set guardrails: topics it must not answer, content it may use, and a clear route to a person. We also review real chat logs with you in the first month so replies improve.
Keep your content current. If prices or hours change and the bot is not updated, it will repeat old facts. And do not pretend it is a person. Tell customers they are talking to an automated assistant and make it easy to ask for a human.
We also do not promise a number of extra leads. A fair claim is smaller: fewer missed messages, a faster first reply, and a clear record of what the bot handled. Usually yes, if you want an AI assistant, CRM logging or several staff on one number. The simpler WhatsApp Business app offers a profile, quick replies, and greeting and away messages, and may be enough for very small needs.
Can a WhatsApp chatbot reply in Arabic?
Yes. It can answer in Arabic and English. We recommend testing with real sample messages and having a native speaker review the Arabic before launch, because tone matters.
Will a chatbot replace my receptionist or sales team?
No. It handles first replies, simple questions and booking requests, especially out of hours. Your staff handle anything sensitive, urgent or complicated.
Can I message customers on WhatsApp without their permission?
Meta's messaging policy says you need opt-in permission from the recipient. It also says you are responsible for how you obtain it. Check the details with your own adviser.
How long does it take to build one?
