TikTok Shop for agencies comes down to one rule: the brand owns the shop and the accounts, and the agency works inside them. Around that sit four selling surfaces (product listings, short video, LIVE sessions and creator videos) and one paid layer, shop ads. This guide shows how the pieces connect and who does what.
One thing first. TikTok is blocked in India and TikTok Shop is not available here, so this post is for agencies and brands selling in markets where TikTok Shop is live. It does not apply to Indian customers, and nothing here suggests that will change. If you are unsure about your own market, check TikTok's seller site for your country before you plan anything.
What are the parts of TikTok Shop?
Think of it as a shop with several doors. A shopper can reach the same product from a video, a LIVE stream, a creator's post or the shop tab. Reporting on TikTok's European launch describes the same set: in-feed videos and LIVE streams, brand profiles with collections, a Shop tab and checkout through payment partners.
Here is how we split it when we plan the work.
- The shop. The seller account, the product catalogue, prices, stock and policies. Everything else sends people here.
- Listings. Titles, images, descriptions and variants for each product. This is the part shoppers read before they buy.
- Short video. Product videos posted from the brand's own TikTok account, linked to the product.
- LIVE shopping. Scheduled streams where a host shows products and answers questions in real time.
- Creators and affiliates. Other people's videos that carry your product link and earn a commission when they sell.
- Shop ads. Paid reach for the products, run from TikTok's ad tools.
If you run social media for brands already, the video part will feel familiar. The rest is closer to running a marketplace store, and that gap is where most agencies get stuck. Our white label TikTok Shop service exists for that gap.
What is a TikTok Shop seller account?
It is the business account that lets a brand sell on TikTok. It is registered by the business, in its own name, with its own business details, and TikTok decides whether to approve it. The sign-up flow and the documents asked for differ by country, so use the registration page on TikTok's US seller site or the seller site for your own market.
Three practical points for agencies.
- Register it in the brand's name. Not yours. If the relationship ends, the shop, its sales history and its payouts stay with the brand.
- Approval is TikTok's call. You can prepare the application and the listings carefully. You cannot promise approval, and you should not accept a brief that does.
- Payouts go to the brand. The settlement account belongs to the business. The agency never needs to touch the money.
How do creators and the affiliate programme work?
The TikTok Shop affiliate programme lets a brand offer its products to creators, who earn a commission when a sale comes through their content. TikTok describes two routes in Seller Center. An open collaboration makes products available to all TikTok Shop creators. A target collaboration is for creators you choose and invite.
TikTok's help page also notes that when a product is in both, the target collaboration's commission rate applies. So the order of work matters. Set the commission the brand can afford, decide which products are worth sampling, then invite.
This is also where honesty matters. A creator can say no, or say yes and post nothing that sells. An agency can run the outreach and keep a tidy list. It cannot promise replies or sales.
How do shop ads fit in?
Shop ads are the paid layer on top of a working shop. They send more people to products that already have good listings and videos. Since July 2025, TikTok's help centre says GMV Max is the default and only campaign type for TikTok Shop Ads, with existing older campaigns allowed to keep running. The campaign automates which products, creative and placements get the budget.
Our view: do not start here. Ads magnify what is there. If the listings are thin and the videos do not explain the product, ads just pay to show that to more people. Get the shop and a first set of videos right, then add a modest budget the brand has agreed in writing. TikTok's own pages list the markets where GMV Max is offered, and the lists differ between pages, so confirm yours before you promise a launch date.
Who does what when an agency runs it?
This table is the one we would paste into a kick-off document. It is a starting point, so change it to fit your contract.
| Job | Brand | Agency |
|---|---|---|
| Register the seller account, hold the business documents | Does it | Prepares the checklist, reviews the application |
| Own the shop, ad account and payout details | Yes, always | Works inside with the access given |
| Product data, stock, shipping and returns | Does it | Checks that listings match the data |
| Listing titles, images and descriptions | Approves | Writes and updates |
| Short video: ideas, scripts, editing | Approves, supplies products | Plans, makes or briefs, posts |
| Creator outreach and samples | Approves commission and samples | Finds creators, sends invites, tracks replies |
| LIVE sessions | Provides host or product access | Run sheet, product order, review after |
| Shop ad budget | Sets it and pays it | Builds campaigns inside that budget |
| Customer messages and order problems | Usually the brand | Only if agreed in writing |
| Reporting | Reads and decides | Writes it in plain words |
Two rows cause most arguments: customer service and stock. If a video works and the brand runs out of product, the agency gets blamed. Agree who watches stock before the first video goes live.
What should you set up first?
Order beats speed here. This is the sequence we would follow for a brand's first month.
- Confirm the market. Check TikTok's seller site for the brand's country. The list of live markets changes, and sellers register market by market (as of November 2026).
- Register the seller account in the brand's name and complete TikTok's checks.
- Add a small catalogue. Start with the products that have good photos, clear margins and stock. Five to ten is enough.
- Write the listings. Plain titles that say what the thing is, clear images, honest details.
- Post a first batch of product videos. Each one links to a product and shows it in use.
- Set the affiliate terms the brand can afford, then invite a short list of creators.
- Add shop ads with a fixed budget once the listings and videos are in place.
- Agree the report. What you will show every month, in your format.
Use the same order for a second shop. Do not skip step 3, because a catalogue of fifty weak products is harder to fix than a catalogue of five good ones.
How is this different from Instagram shopping?
The selling surfaces are different, and so is where the sale ends. We cover the comparison in TikTok Shop and Instagram Shopping. In short, TikTok Shop is built around video and a checkout inside the app, so the content work is heavier and more constant.

Frequently asked questions
Who should own the TikTok Shop account when an agency manages it?
The brand. The seller account, the ad account and any creator data should sit in the brand's name, with the agency given access to work in them. That keeps the shop, its history and its payouts safe if you part ways.
Can an agency get a shop approved by TikTok?
An agency can prepare the application and make sure listings follow TikTok's rules, which helps. Approval itself is TikTok's decision, and anyone who guarantees it is guessing. Product and content checks work the same way.
What is the difference between open and target collaborations?
An open collaboration offers a product to all TikTok Shop creators. A target collaboration invites creators you pick yourself. You can use both for one product, and TikTok's help page says the target commission rate then applies.
Should ads come before or after creators?
After the shop has good listings and a few videos, in our view. Ads and creators both send people to the same product pages, so weak pages waste both. Start with a small ad budget the brand has agreed, then adjust once you can see what sells.
Is this available for Indian customers?
No. TikTok is blocked in India and TikTok Shop is not available there. This guide is for agencies and brands selling in markets where TikTok Shop is live.
