CPM stands for cost per mille, and mille is Latin for thousand. It is what you pay for every 1,000 impressions, meaning 1,000 times your ad is shown. Google describes CPM bidding as a way to pay per one thousand views, and Meta reports CPM for campaigns in Ads Manager.
Why it matters for your business
CPM is the price of attention. On Facebook and Instagram, much of what you pay starts here: you buy impressions, and your click-through rate and conversion rate decide what those impressions turn into.
CPM is not set by a rate card. Meta runs an auction where the highest bid does not simply win. Meta says the bid, the estimated action rate and the ad quality are combined into a total value score. So the audience you target, how many other advertisers want the same people, the season and how people react to your ad all move CPM.
An example
These are round, illustrative numbers. Two Dubai salons each spend AED 500 on Instagram.
CPM = (spend ÷ impressions) × 1,000
| Metric | Salon A | Salon B |
|---|---|---|
| Spend | AED 500 | AED 500 |
| Impressions | 50,000 | 25,000 |
| CPM | AED 10 | AED 20 |
| Bookings | 5 | 10 |
| Cost per booking | AED 100 | AED 50 |
Salon B paid double the CPM and still got bookings at half the cost, because its ad and offer persuaded more people. That is why CPM is a cost input, not a goal.
What to do about it
- Track CPM next to cost per result. A higher CPM with better results is a good trade.
- When CPM jumps, check the calendar first. Busy shopping seasons bring more advertisers into the same auction.
- Refresh creative when people stop reacting to it, since engagement feeds the quality side of the auction.
- Give Meta better signals with the Conversions API, so it can find people who act rather than people who scroll past.
- Try our Meta ads budget calculator to see what a given CPM means for reach and leads.
For more on the auction, read how the Meta ads algorithm works. Our Meta ads management focuses on cost per customer, with CPM as one of the dials.
Frequently asked questions
Does CPM count unique people?
No. CPM is per 1,000 impressions, and one person can see your ad more than once. Reach and frequency tell you how many people saw it and how often.
Why is my CPM higher than last month?
Common reasons are more competition for the same audience, a narrower audience, a seasonal peak, or creative that people now ignore. Compare with the same period last year and check whether results moved too.
Should I bid on CPM or CPC?
For most small businesses on Meta, neither is the first choice. Pick the result you want, such as leads or purchases, and let delivery optimise for it. Judge success by cost per result.
