The short answer

Performance Max is a Google Ads campaign type that runs one set of ads across Search, YouTube, Display, Discover, Gmail and Maps, with Google's AI deciding where each impression goes. It can work well for a small business, but only when conversion tracking is accurate and the campaign is fed real business results. If your tracking is weak or your budget is small, a plain Search campaign is usually the safer first step.

If someone has told you to "just run PMax" and you feel uneasy about handing your money to a system you cannot see inside, that feeling is reasonable. It is also less of a black box in 2026 than it was a few years ago. This guide explains how Performance Max works, what you still control, and how to decide.

What Performance Max actually is

Performance Max is a goal-based campaign: you tell Google what a conversion is, and it buys ads across all of its inventory to get more of them. Google's own help page describes it as letting advertisers "access all of their Google Ads inventory from a single campaign" and lists YouTube, Display, Search, Discover, Gmail and Maps as the places your ads can appear.

A conversion, in plain terms, is the action you count as a win: a form sent, a call made, a booking, a purchase.

The difference from a Search campaign is who decides. In Search, you pick keywords and write ads. In Performance Max, you supply ingredients and goals, and Google's AI assembles ads, picks placements and sets bids. Google says it is meant to complement keyword-based Search campaigns, not to replace them.

How Performance Max works: asset groups and audience signals

Performance Max builds ads from asset groups and steers them using audience signals and search themes. These three pieces are where your judgement still shapes the result.

Asset groups

An asset group is a bundle of headlines, descriptions, images, logos and videos built around one theme, such as one service or one product line. Google combines these pieces into ads that fit each placement. Its optimisation tips recommend at least 15 headlines, 5 descriptions, 7 images (3 landscape, 3 square, 1 portrait) and at least one video per asset group.

That is a lot of material for a small business. Do not cut corners here. A plain 20 second phone video of your real work says more than any stock clip.

Audience signals

An audience signal is a hint about who your best customers are, such as your customer list, your website visitors or a set of search topics. Google uses signals to speed up learning; they are suggestions, not hard targeting. Performance Max can and will show ads to people outside them.

Search themes

Search themes are short phrases you add to tell Performance Max which searches matter to you. Google says they carry the same priority as phrase and broad match keywords in Search campaigns. Since August 2025 you can add up to 50 per asset group, up from 25.

What control you have in 2026

As of October 2026, Performance Max gives you far more visibility and control than at launch: negative keywords, brand exclusions, search terms and channel reporting, plus device and age settings. You still cannot pick exact placements the way you choose keywords in Search. Here is what Google has confirmed, with dates.

ControlWhat it doesStatus and source
Campaign-level negative keywordsStops ads showing on searches you do not want, on Search and Shopping inventoryRolled out to all advertisers from January 2025; limit raised from 100 to 10,000 per campaign in April 2025
Negative keyword listsOne shared list applied to several PMax campaignsAdded by August 2025
Brand exclusionsKeeps ads off searches for brands you choose, including your ownApplies to Search, Shopping and YouTube search inventory
Search terms reportShows the actual searches that triggered your adsFull reporting announced April 2025, available in all PMax campaigns by August 2025
Channel performance reportShows how Search, YouTube, Display, Gmail, Discover, Maps and Search partners each contributedOpen beta from Google Marketing Live, May 2025; listed on the current help page
Asset reportingConversions, clicks, cost and more for each headline, image and videoExpanded in April 2025
Device and age controlsChoose devices; exclude age bracketsBoth fully available by August 2025; gender controls in beta at that date

Two honest limits remain. Negative keywords do not stop your ads appearing on YouTube, Display or Gmail, because they only cover Search and Shopping inventory. And the AI still decides how your budget splits between channels. The reports let you see that split and react to it. They do not let you set it.

When Performance Max suits a small business

Performance Max tends to suit a small business that already has steady conversions, good creative and a clear value per sale. It struggles when the account has little conversion data, because the AI has nothing reliable to learn from. Here is how we think about it.

PMax is a reasonable choice when:

  • You run an online shop with a clean product feed. Shopping placements are where PMax has the most to work with.
  • Your tracking is accurate and you already record a steady flow of conversions each month.
  • You can supply real images and at least one short video.
  • You can leave the campaign alone for six weeks. Google says to run new campaigns for at least 6 weeks and avoid frequent changes to budget or bids in that time.

A plain Search campaign is safer when:

  • You are a local service business and most of your buyers type something like "AC repair Dubai Marina" or "CA firm in Noida". You want to see and pay for exactly those searches.
  • Your budget is small. A small budget spread across six channels teaches the system very little, and you will struggle to tell what worked.
  • You do not yet have reliable conversion tracking. This one is not negotiable.

Our view: for most service businesses we meet in India and the UAE, Search comes first. PMax is something you add once Search is profitable and tracking is proven, not something you start with. If you are still deciding between platforms altogether, our post on Google Ads vs Meta Ads walks through that choice first.

Running both at once is allowed. Google's rule is that when a search exactly matches a keyword in your Search campaign, the Search campaign takes priority over Performance Max. Google also notes PMax can still pick up branded searches in some cases, and suggests brand exclusions or negatives to prevent it.

Conversion tracking is the make-or-break

Performance Max is only as good as the conversions you feed it, because it bids towards whatever you tell it is a win. Count junk form fills as wins and it will find you more junk. Count qualified enquiries or sales and it can find more of those.

Google says this directly in its own guide: "AI is only as good as the data you put into it." The same page recommends choosing conversion actions close to the final sale and using enhanced conversions for leads. That feature links your CRM records back to Google Ads using consented, hashed customer data, so Google learns which leads turned into paying customers.

For a lead-based business, this is what most often goes wrong. If PMax is told that every enquiry is equally good, spam included, it will happily buy more of the cheap kind. The fix is rarely in the campaign. It is in what you count. A clear landing page that filters out the wrong people helps too.

A setup checklist before you press go

Before launching Performance Max, check these ten things. Each one protects your budget from a common, avoidable mistake.

  1. One primary conversion. Pick the action closest to real money: a qualified lead, a booked call or a purchase. Set everything else to secondary.
  2. Test the tracking. Submit your own form, place a test order, make a test call. Confirm each one shows up in Google Ads.
  3. Enhanced conversions or offline imports, if your sales happen on the phone or in person.
  4. Brand exclusions for your own brand if you already run a brand Search campaign, so PMax does not take credit for people who were already looking for you.
  5. Negative keywords for searches you never want: "free", "jobs", "course", competitor names you choose not to bid on.
  6. One asset group per service or product line, with your own photos and at least one real video.
  7. Audience signals from your customer list and website visitors, if you have them.
  8. Search themes in the words your customers actually use.
  9. A budget you can hold for six weeks without touching it.
  10. A weekly review date to read the search terms, channel and asset reports, and act on what they show.

What it costs to have it managed

There are two costs: the ad spend you pay Google, and the fee you pay whoever manages it. Our Google Ads management starts from $1,200 per month (INR 12,000 in India) plus your ad spend, agreed in writing before we start. The price does not change once agreed, and you own the account. For how spend works in Dubai and the wider UAE, see our post on Google Ads cost in the UAE.

Frequently asked questions

Is Performance Max worth it for a small business?

It can be, if you have accurate conversion tracking, a steady flow of conversions and good images and video. Without those, the AI has little to learn from, and a plain Search campaign usually gives you more for less. Many small businesses do better starting with Search and adding Performance Max later.

How does Performance Max work?

You give Google a goal, a budget and a set of assets: headlines, descriptions, images and videos. Google's AI then builds ads and shows them across Search, YouTube, Display, Discover, Gmail and Maps, bidding where it expects a conversion. You guide it with audience signals, search themes, negative keywords and brand exclusions.

Can I add negative keywords to Performance Max?

Yes. Since 2025, campaign-level negative keywords are available in all Performance Max campaigns, with a limit of 10,000 per campaign, and you can share negative keyword lists across campaigns. They apply to Search and Shopping inventory only, not to YouTube, Display or Gmail placements.

How long does Performance Max take to work?

Google recommends running a new campaign for at least six weeks before judging it, and avoiding big changes to budget or bidding in that time. After a major change, allow another one to two weeks or one full sales cycle.

Should I run Performance Max and Search campaigns together?

You can, and many accounts do. When a search exactly matches a keyword in your Search campaign, Google gives that campaign priority. Add brand exclusions or negatives to PMax so it does not take over the searches your Search campaign already handles well.

Feeling nervous about Performance Max is a good sign. It means you care where your money goes, and that habit is exactly what makes PMax work.
