The short answer

In the WhatsApp Business app vs API question, the app is a free tool you run yourself from a phone, and the API (Meta calls it the WhatsApp Business Platform) is a connection developers use to link WhatsApp to software such as a chatbot or CRM. If you answer chats by hand and have a few staff at most, the app is usually enough. If you want automated replies, several people on one number, CRM logging or messages triggered by events, you need the API.

This guide explains the differences, who needs which, and how template messages and opt-in work. We checked the rules against Meta's official pages. They change, so confirm before you build.

What is the WhatsApp Business app?

It is a version of WhatsApp made for small businesses. According to Meta's page for the app, it includes a business profile, a way to show products and services, and greeting and away messages. It also supports quick replies to customers and tools to help new customers find your business.

You use it yourself, on a phone. There is nothing to build. That is its strength: it is simple and quick to start.

What is the WhatsApp Business API?

Meta describes the WhatsApp Business Platform as a way for businesses to connect to WhatsApp through APIs. Its developer documentation says the Cloud API lets developers send messages to customers programmatically, from simple text to rich media and interactive formats. Incoming messages and delivery statuses reach your software through webhooks.

In plain words, it has no chat screen of its own. You connect it to software: a chatbot, a CRM, a helpdesk, your website or booking system. Most businesses reach it through a provider that handles the technical side, and the setup is usually done by a developer.

A note on the app's limits: Meta's page does not list a device or user cap, so check the in-app help for current limits before you plan around it.

Who needs which?

The app is enough if

  • You are a one-person or very small team and you answer chats yourself.
  • You get a modest number of messages and replying by hand is fine.
  • Your needs are a business profile, a catalogue, a greeting and some saved replies.
  • You do not need data in a CRM or automatic follow-ups.

You need the API if

  • You want an assistant that answers common questions at any hour. Our WhatsApp chatbot service is built on it, with a human handover.
  • Several people need to work from one number through a shared inbox.
  • You want leads logged in a CRM or a sheet automatically.
  • You want reminders, confirmations or follow-ups to send when something happens, such as a booking.
  • You expect volume that one phone cannot handle.

Not sure?

Start with the app. Move up when you feel the pain: missed messages, copy-pasting into a CRM or staff fighting over one phone. There is no prize for starting with the heavier tool.

How template messages work

Templates are the biggest practical difference when you use the API.

Meta's docs say templates are customisable messages you prepare in advance, and that they generally need approval before use. They are the only message type you can send to a customer outside the customer service window.

That window is the key idea. According to Meta's pricing documentation:

  • A 24-hour window opens when a customer messages you.
  • Inside it, you can send ordinary messages such as text or images.
  • After it closes, you can only send template messages.

So if a customer writes to you on Monday at 10:00 and you reply by Tuesday at 10:00, you can talk freely. After that, you need an approved template to start the conversation again.

Meta groups templates into three categories: marketing, utility and authentication. The category affects the price, and the business is responsible for checking the category given to each approved template.

What is opt-in, and why does it matter?

Meta's developer documentation says plainly: "You must obtain user opt-in before sending message templates." The opt-in must also make clear who your business is and what kind of messages the person will receive.

In practice:

  1. Ask before you message. A tick box on a form, a clear question in a chat or a request at the counter all work if you keep a record of them.
  2. Say what you will send, such as booking reminders or offers.
  3. Make it easy to stop. Respect a "stop" at once.
  4. Keep proof of when and how each person agreed.

Do not buy contact lists or message people who never asked. Besides being poor practice, it puts your number at risk. The full rules are in Meta's WhatsApp Business Messaging Policy.

What does the API cost?

The app is free to download and use. The API charges per message. Meta's docs say that since July 1, 2025, it charges per delivered template message, with rates depending on the template category and the recipient's country calling code. Non-template messages sent inside an open customer service window are free, as are utility templates sent inside one. Meta also lists a 72-hour free window when a user starts a chat from a Click to WhatsApp ad or Facebook Page button.

Rates change, so read the current figures on Meta's pricing page, not a blog post, including ours. On top of Meta's fees there may be a provider fee and the cost of building the assistant. Our AI automation work starts from $2,500, INR 30,000, with the price agreed in writing first. Messaging fees are billed by Meta or the provider to your own account.

Can you use both?

Be careful here. We have not verified Meta's current rules on what happens to your chat history and the app when a number moves to the Platform, so ask your provider before you register a number you use daily. Many businesses keep one number for the Platform and another for personal use of the app.

Frequently asked questions

What is the difference between WhatsApp Business app and API?

The app is a free tool you use yourself on a phone, with a profile, catalogue, greetings and quick replies. The API is a connection for developers that links WhatsApp to software such as chatbots and CRMs. The API suits automation and teams. The app suits small, manual use.

Do I need the WhatsApp Business API for a chatbot?

Usually yes. A chatbot or AI assistant needs software connected to WhatsApp, which is what the API provides. The app offers greeting, away messages and quick replies but is not built for a full assistant.

What is a WhatsApp template message?

It is a message you write in advance and submit for approval. It is the only kind of message you can send to a customer after the 24-hour customer service window has closed. Templates are in one of three categories: marketing, utility or authentication.

Do I need permission before sending WhatsApp messages?

Yes. Meta's documentation says you must get the user's opt-in before sending message templates, and the opt-in should make your business name and the type of messages clear. Keep a record of each opt-in.

Is the WhatsApp Business API free?

No. Meta charges per delivered template message, with the rate depending on the category and country. Some messages inside an open customer service window are free. Check Meta's current pricing page, because rates change.

Can I switch from the app to the API later?

Yes, many businesses do. Ask your provider how your number and chat history are handled before you move, because we have not verified those rules.
